Shri Hari Dev graduated in Civil Engineering from Guru Nanak Engineering College, Ludhiana, Punjab University, Chandigarh and post-graduation in Water Resources Development from University of Roorkee (IIT Roorkee now). He joined Central Soil and Materials Research Station, New Delhi in 1990 and has been associated with investigation of more than 100 water resources projects in India and its neighbouring countries like Bhutan, Nepal and Myanmar. He has 30 years’ experience in technical and managerial capacity in rock mechanics and rock engineering including investigations of river valley projects, quality control and instrumentation of hydropower projects. He has contributed more than 120 research papers in various International/national journals and conferences/seminars.

He has been honoured with prestigious Outstanding Contribution to Rock Mechanics Award for the year 2018 by Indian Society for Rock Mechanics and Tunnelling Technology for his contribution to Rock Engineering. He is also member of various water resources and civil engineering sectional committees of BIS.
